It follows the order that tends to keep people listening: observable facts first, then your own reaction, then a specific request, then an invitation for them to respond. Naming facts rather than character (“the heating has been broken since 4 March” rather than “you ignore me”) is what stops the other person spending the whole conversation defending themselves instead of hearing you. Ending with a question hands them a way in, which is what turns a confrontation into a negotiation.
