How this works and what it cannot do

End-of-month balance = previous balance + expected collected contributions − support − costs − any one-off support. Money is rounded to cents. Collection rate is an assumption, not a default probability. A negative balance is an unmet funding need, not authorised borrowing. Reserve tests are at month end; within-month timing, inflation, tax and interest are excluded.

Agree participation, decision rules and responsibilities locally. These tools do not guarantee prosperity, check legal compliance or replace essential public services. No government funding or administration is assumed.
